Intel Virtualization Technology is enable in the firmware. It isn't something you can install or enable from within Windows. If your unable to enable it within the firmware configuration then your system simply does not support VT-x despite you CPU supporting it.

Virtualization is enabled in BIOS but is not working in Windows 11
1 I have an Intel i7-9700K, and everywhere keeps saying that virtualization is not enabled. I've checked and it is indeed enabled in the BIOS, but it isn't working in Windows 11 Pro 21H2. The Intel Processor Identification Utility says that Virtualization, Hyper-Threading, and VT-x are unavailable.
